Can Trump Reform the Welfare State WITHOUT Congress?

Under President Donald Trump’s leadership, Americans haven’t really needed to rely on government assistance programs too much — and why would they? Unemployment levels are at record lows across the board, particularly for racial minorities.

If the president is able to keep his economic boom going — even as anti-business Democrats flood the House of Representatives — there is no reason to believe that he can’t use this momentum to finally reform the American welfare state.

It was a promise made and ultimately unkept as House Speaker Paul Ryan prepares to leave his position, and politics in general. Republicans had a chance to follow up on work that hadn’t really seen progress since the 1990s, when lawmakers led by Newt Gingrich were able to force then-President Bill Clinton’s hand into making the welfare state more work-oriented.

Now, President Trump has a chance to do the same with the Supplemental Nutrition Assistance Program, or SNAP. Sure enough, the mainstream media is going to frame this as mean ole Trump taking poor people’s benefits away. But the actual reforms on the table are designed specifically to lift people out of poverty — and keep them there.
