CCP’s Global Surveillance: Freedom’s Gravest Threat Yet

The Chinese Communist Party (CCP) is rapidly expanding its global influence—not just through trade or military power, but by exporting advanced surveillance technology to help dictators tighten control over their people. A recent report from the House Select Committee on China reveals that Beijing is selling artificial intelligence (AI)-driven tools to over 80 countries. These tools can track where people go, what they say online, and even how they feel. This raises serious concerns for America’s national security and the future of freedom worldwide.

At the heart of this issue is the CCP’s plan to create a system of “pre-emptive repression.” That means using data, cameras, and software to stop any opposition before it begins. In China, this system is already in full force. In places like Xinjiang and Tibet, millions of people live under constant surveillance. Cameras with facial recognition track their every move. Their phone calls, texts, and online posts are monitored. In Xinjiang, over a million Uyghur Muslims have already been put into internment camps, where they are forced to work and give up their religion and culture. The U.S. government has called this a genocide.

Now, the CCP is spreading this same model to other countries. Chinese tech companies like Huawei and ZTE are selling these surveillance tools to authoritarian regimes across Africa, the Middle East, and Asia. These governments use them to track political opponents, silence activists, and crush protests. In other words, the CCP is helping dictators stay in power by giving them the tools to spy on their own people.

This isn’t just a problem for the people living under these regimes. It’s a direct threat to the United States and our allies. The more countries that adopt China’s authoritarian methods, the fewer partners we have in defending freedom and democracy around the world. Worse, these surveillance systems often run on Chinese hardware and software, which could give the CCP access to sensitive data from foreign governments. That data could be used for blackmail, espionage, or to influence elections.

The report also warns that China is working on even more invasive technologies. This includes brain-computer interfaces and systems that can read human emotions. The goal is to shape not just people’s behavior, but their thoughts. Imagine a world where a government can know what you’re feeling—and punish you for it. That may sound like science fiction, but it’s already being tested in China.

Hong Kong shows us how far the CCP will go to crush freedom. After promising in 1997 to let Hong Kong govern itself, Beijing broke that deal. In 2020, it imposed a National Security Law that outlawed most political activity. Then in 2024, Hong Kong passed the Article 23 Ordinance, which made it a crime to speak out against the government. One man was even arrested for wearing a t-shirt with a protest slogan. This is the future the CCP wants to export.

The report calls the CCP the “central pillar” of what it describes as a global “axis of autocracy.” China is supporting rogue regimes like Iran, Russia, and North Korea—countries that hate America and want to weaken our influence. By backing these dictators with money, technology, and political support, Beijing is building a coalition that stands against U.S. interests.

Congressman Raja Krishnamoorthi, a Democrat, urged President Trump to keep human rights and liberty at the center of U.S.-China talks. He said that this fight isn’t just about trade or technology—it’s about whether the world will be ruled by fear or by freedom.

The American people must understand what’s at stake. This is not just a competition for markets or military strength. It’s a battle of ideas. As China spreads its surveillance systems and supports oppressive regimes, freedom-loving nations must stand together. The United States cannot afford to let our guard down. We must defend liberty—at home and abroad—before it’s too late.
